Uganda is reviewing its digital entrepreneurship rules as the government and technology stakeholders push for reforms to help local startups build, test, and reach markets more easily.
The Ministry of ICT and National Guidance, working with Smart Africa, convened stakeholders in Kampala to validate findings from an assessment of Uganda’s digital entrepreneurship and innovation ecosystem.
Discussions focused on advancing the Startup Bill, strengthening science, technology and innovation regulations and expanding access to regulatory sandboxes, which allow founders to test new products under controlled conditions.
Stakeholders also proposed using government procurement to create more opportunities for local startups to sell their products and services.
For Black founders, startups can struggle to scale even after building viable products when regulations are unclear, and large institutional customers remain difficult to reach.
The reforms are being pursued under the Africa-Europe Digital Innovation Bridge (AEDIB 2.0), which supports stronger digital entrepreneurship ecosystems across Africa.
