South Sudan's National Communication Authority (NCA) and the Bank of South Sudan have signed an agreement to strengthen cybersecurity and improve oversight of the country's growing digital financial services sector.
The Memorandum of Understanding (MoU), signed by NCA Director-General Gieth Kon Mathiang and central bank Governor Addis Ababa Othow, establishes a framework for cooperation between telecommunications and financial regulators.
Under the agreement, both institutions will coordinate efforts to strengthen cybersecurity infrastructure, address online threats, improve consumer protection, and support competition among local fintech companies.
Mathiang said reliable technology infrastructure was critical to modern banking and building public confidence in digital financial services. At the same time, Othow stressed the need for stronger institutional cooperation to protect financial security.
For Black entrepreneurs developing payment, mobile money, and digital banking products, coordination could make regulatory expectations clearer as services expand. They also need to build security, risk management, and customer protection into their products.
